    Ο Γιάννης Μπασιάς διαθέτει 35 χρόνια εμπειρίας στη διεθνή βιομηχανία ενέργειας και υδρογονανθράκων. Από το 2016 έως τον Ιούνιο του 2020, υπηρέτησε το Ελληνικό Δημόσιο ως Πρόεδρος και Διευθύνων Σύμβουλος της ΕΔΕΥ (Ελληνική Διαχειριστική Εταιρεία Υδρογονανθράκων), υπογράφοντας και διαχειριζόμενος τις χερσαίες και υπεράκτιες δραστηριότητες έρευνας και παραγωγής εταιρειών όπως η Total, η Exxon, η Repsol, η Edison, τα ΕΛΠΕ και η Energean στην Ελλάδα, εποπτεύοντας παράλληλα τους ευρωπαϊκούς κανονισμούς υπεράκτιας ασφάλειας. Την περίοδο 2018-2020 υπήρξε μέλος της Επιτροπής του Εθνικού Σχεδίου για την Ενέργεια και το Κλίμα (ΕΣΕΚ).

    Από το 2021 παρέχει συμβουλευτικές υπηρεσίες για την ανάπτυξη τεχνικής βοήθειας στη ΝΑ Μεσόγειο και για τεχνολογίες Δέσμευσης, Χρήσης και Αποθήκευσης Άνθρακα (CCUS) στην Ελλάδα. Το 2020-21 συμμετείχε επίσης στην ανάπτυξη του έργου FSRU-LNG «ARGO» για το Λιμάνι του Βόλου, με προβλεπόμενη ετήσια δυναμικότητα αεριοποίησης 5 Bcm. Επιπλέον, συνδράμει δήμους της Δυτικής Μακεδονίας στο σχέδιο απανθρακοποίησης και στη βιώσιμη ανάπτυξη ενεργειακών και ορυκτών πόρων στο πλαίσιο του Ελληνικού Σχεδίου Δίκαιης Αναπτυξιακής Μετάβασης. Έχει σχεδιάσει αρκετούς άξονες για την αποδέσμευση κονδυλίων με σκοπό την υλοποίηση έργων βιομηχανικής ανάπτυξης ΑΠΕ, όπως η εγκατάσταση δικτύων φυσικού αερίου και αντλιών θερμότητας σε ορεινές και ημιορεινές κοινότητες της Δυτικής Μακεδονίας, μονάδες παραγωγής ηλεκτρικής ενέργειας από βιομάζα και υδροπονία, καθώς και δράσεις ηλεκτροκίνησης για τη μεταφορά ηλικιωμένων. Συμμετέχει επίσης σε έργα αντλησιοταμίευσης σε λιγνιτικά λεκανοπέδια, καθώς και στην κατασκευή φραγμάτων για άρδευση και ηλεκτροπαραγωγή.

    Από το 2012 έως το 2016, παρείχε συμβουλές σε αρκετές εταιρείες σχετικά με τις γεωλογικές και νομικές πτυχές ανεξερεύνητων λεκανών υδρογονανθράκων σε Αποκλειστικές Οικονομικές Ζώνες (ΑΟΖ) του Ινδικού Ωκεανού, της Ισημερινής Αμερικής και της Δυτικής Αφρικής. Από το 1991 έως το 2012, ως Διευθύνων Σύμβουλος και Πρόεδρος του ομίλου GEOREX, διαχώρισε τα περιουσιακά στοιχεία υδρογονανθράκων από τις δραστηριότητες παροχής υπηρεσιών του ομίλου και ίδρυσε τεχνικές θυγατρικές σε Γαλλία, Ηνωμένο Βασίλειο, Τυνησία και Δημοκρατία του Κονγκό. Διαχειρίστηκε έργα για τις CIS, TOTAL, Elf, SNPC, ESSO και KOSMOS, ενώ μεταξύ 1996 και 2000 διηύθυνε ομάδες αξιολόγησης για την ανάπτυξη έργων πετρελαίου και φυσικού αερίου στο Τέξας και την Κολομβία.

    Πριν ενταχθεί στη βιομηχανία πετρελαίου, από το 1985 έως το 1991, ακολούθησε ακαδημαϊκή καριέρα ως Αναπληρωτής Καθηγητής στο Τμήμα Θαλάσσιας Γεωλογίας του Εθνικού Μουσείου Φυσικής Ιστορίας στο Παρίσι (με κύρια έρευνα τη γεωλογία του Ινδικού Ωκεανού) και νωρίτερα στο Ελεύθερο Πανεπιστήμιο του Βερολίνου (με ερευνητικό ενδιαφέρον το Προκάμβριο του νότιου Αντι-Άτλαντα). Αποφοίτησε από το Εθνικό και Καποδιστριακό Πανεπιστήμιο Αθηνών και είναι κάτοχος διδακτορικού διπλώματος από το Πανεπιστήμιο Pierre et Marie Curie στο Παρίσι. Υπήρξε υπότροφος του Συμβουλίου της Ευρώπης στο Παρίσι (1980-1983) και ερευνητής υπότροφος του Ιδρύματος Alexander von Humboldt στο Βερολίνο (1985-1986).

    Σήμερα, διδάσκει «Μεταφορά και Αποθήκευση Ενέργειας» στο Διεθνές Πανεπιστήμιο της Ελλάδος (Θεσσαλονίκη) και «Στρατηγικές Ενεργειακού Μείγματος» στο Πανεπιστήμιο Πειραιώς. Έχει συγγράψει ή συν-συγγράψει πάνω από 40 δημοσιεύσεις σε διεθνή επιστημονικά και βιομηχανικά περιοδικά. Έχει διατελέσει αξιολογητής (reviewer) του προγράμματος ODP Leg 183 για το Οροπέδιο Kerguelen και συνεκδότης (co-editor) 3 εκθέσεων των θαλάσσιων αποστολών TAAF στον Ινδικό Ωκεανό. Επίσης, έχει υπάρξει πρόεδρος και μέλος οργανωτικών επιτροπών σε πληθώρα συνεδρίων (AAPG, EAGE, EMC, OMC κ.ά.) στη ΝΑ Μεσόγειο και την Αφρική. Το 2024 εξέδωσε το βιβλίο «Cause and Effect: Economic Transition and Impacts on the Energy Mix» (Αίτιο και Αποτέλεσμα: Οικονομική Μετάβαση και Επιπτώσεις στο Ενεργειακό Μείγμα), το οποίο εξετάζει τις οικονομικές και ενεργειακές αλλαγές στη σύγχρονη εποχή.

    Dr. Aikaterini Florou is a Lecturer (tenured Assistant Professor) in International Economic Law at the University of Liverpool, the School of Law and Social Justice. Aikaterini holds the position of the General Editor of the Journal of World Energy Law and Business, published by Oxford University Press.

    Previously, she was an Adjunct Assistant Professor at the Fletcher School of Law and Diplomacy and an Alexander von Humboldt research fellow at the Institute of Law and Economics of the University of Hamburg. Before joining academia, Aikaterini worked for several years as a legal and policy officer at the Energy Directorate of the European Commission advising on International energy and investment law issues, including arbitration. She has also been a consultant with the OECD, the Columbia Centre on Sustainable Investment, and a Tutor at the Hague Academy of International Law, while she has completed legal internships with the WTO team of the European Commission’s Legal Service and the Government Legal Department in Greece.

    Her PhD dissertation, completed summa cum laude in Sciences Po Paris, has been published by Brill under the title: ‘Contractual Renegotiations and International Investment Arbitration. A Relational Contract Theory Interpretation of Investment Treaties’.

    Aikaterini is a member of several fora of International Investment Law and International Energy Law, including the International Law Association Committee on Alternative Dispute Resolution, the Education Advisory Board of the Association of International Energy Negotiators, and the Academic Forum on Investor-State Dispute Settlement.

    Gerasimos is Senior Director on Market and System Development at the Hellenic Gas Transmission System Operator (DESFA), responsible for gas market design and development projects. He also represents DESFA at the Board of Directors of the Hellenic Energy Exchange (HEnEx) and its clearing house (EnExClear).

    Prior to joining DESFA in 2013, he held the position of the Head of the Gas Department in the Greek Regulatory Authority for Energy (RAE, now RAEWW) since 2005, playing a key-role in the liberalization of the Greek gas market. From 1999 until 2002, when he joined RAE, he worked in numerous gas and power projects as a member of the business development team of Prometheus Gas S.A., a joint company of Gazprom and Copelouzos Group.

    He started his professional career in the upstream sector of the hydrocarbon industry in 1996. Based in the UK, he worked in numerous oil and gas production optimization projects in Europe, Middle East and Latin America.

    Gerasimos has delivered seminars and training courses in gas sector organization, gas pricing and Third-Party Access tariffs in Greece, South-East Europe and the Middle East. Since 2014, he has also been adjunct professor at the Master’s program of the University of Piraeus in Energy.

    He holds a degree in Chemical Engineering from the National Technical University of Athens and an MSc in Petroleum Engineering from the Imperial College, London.

    Dionysios Tsirigotis is an Associate Professor at the Department of International and European Studies of the University of Piraeus, specializing in Modern Greek History, International Relations, and Diplomacy.

    He holds a degree in International and European Studies from the Department of International and European Studies at Panteion University, where he also obtained his Master’s and Doctoral degrees in International Relations and Strategic Studies. He was a fellow of the “Heraclitus: Research scholarships with priority in basic research” program at Panteion University (2003-2006).

    Additionally, he is a lecturer at the National Security School of the Hellenic Police and the National Centre for Public Administration & Local Government (EKDDA).

    Aspasia Aligizaki has been a Laboratory and Teaching Staff (EDIP) Member at the Department of International and European Studies of the University of Piraeus since 2022, where she teaches the courses Introduction to Law, EU Policies, European Integration, European Energy Law, EU Institutions and Governance, as well as International and European Human Rights Law. She has a rich research background and has completed her postdoctoral research (2020-2024) on the topic “The impact of international and European law regarding maritime energy sources, infrastructures, and routes on the balance of power in the SE Mediterranean” at the University of Piraeus. She also has an extensive body of published work on issues of European law, energy, and geopolitics, such as the textbooks “Law and Geopolitics of Energy” (Sakkoulas, 2023 – 2nd edition 2025), “International and European Law of Fundamental Freedoms-Rights” (Sakkoulas, 2024), and “Law, Institutions, Governance and Policies of the EU – Challenges and Prospects” (Sakkoulas, 2025).

    Dimitrios Papadaskalopoulos is an Assistant Professor at the University of Patras, as well as a Visiting Researcher at Imperial College London in the United Kingdom. His research focuses on the modeling, analysis, and design of national and local electricity markets, including the techno-economic evaluation of the role of renewable generation technologies, energy storage, and flexible demand, using optimization principles, game theory, and machine learning.

    He has authored more than 80 research papers in international journals and conferences and has participated in more than 30 national and international research and consulting projects carried out in close collaboration with the energy industry, governments, and regulatory authorities.

    Nikolaos Lionis holds a doctoral degree (Ph.D) in Economics and Game Theory from the University of Bristol. His doctoral research, part of which was conducted at the University of Pittsburgh, was supported by scholarships from the Economic and Social Research Council, the University of Bristol, and the Vardinoyannis Foundation. He also holds a Master’s degree (M.Sc) in Economics and Finance from the University of Bristol, as well as Certificates in Public Policy Analysis from the London School of Economics and Political Science and in Banking and Finance from London Guildhall University. He completed his undergraduate studies in Economics at the University of Athens.

    He has worked as a researcher at the Department of Economics of the Ludwig Maximilians University of Munich, at the Department of Economics and the Department of Informatics and Telecommunications of the University of Athens, at the Department of Informatics and Telematics of Harokopio University, at the Organisation for Economic Co-operation and Development (OECD), as well as head of research at the Center for Investment and Technology Research of Panteion University, the Industrial Organization Unit of the Foundation for Economic and Industrial Research (IOBE), and the ENA Institute for Alternative Policies. Since 2003, he has been an external associate at the University of Athens, where he continuously teaches postgraduate courses.

    At the same time, he has significant professional experience, having worked in senior and top management positions in the public and private sectors, as a board member and management consultant for large companies, as well as an advisor to the Minister of Energy. He specializes in the fields of Game Theory and Strategy, Industrial Organization, and Microeconomic Analysis and Policy.

    Anastasios Gourgourinis is an adjunct lecturer in the Master’s program “Energy: Strategy, Law & Economics” at the Department of International & European Studies of the University of Piraeus.

    He is an Assistant Professor at the Faculty of Law of the National and Kapodistrian University of Athens in the subject area of “Public International Law with an emphasis on International Economic Law”, and a member of the Athens Public International Law Center (AthensPIL). He is also an associate member (membre associé) of the Research Center on the Law of Markets and International Investments (Centre de Recherche sur le Droit des Marchés et des Investissements Internationaux de Dijon – CREDIMI) of the Université de Bourgogne, and a Research Associate at the Bureau of International and Constitutional Institutions of the Academy of Athens. Since 2010, he has been a member of the Board of Editors of the international legal journal International Community Law Review, published by De Gruyter Brill.

    In July 2023, he received competitive funding for the research project titled “International Economic Law and Inclusiveness in Greek Society” under the H.F.R.I. (ELIDEK) action “Basic Research Financing (Horizontal support for all Sciences)” of the National Recovery and Resilience Plan “Greece 2.0”, funded by the European Union – NextGenerationEU (H.F.R.I. Project Number: 016119), which was successfully completed in September 2025.

    During the period 2017-2020, he was a Rapporteur at the Scientific Council of the Ministry of Foreign Affairs, serving as its Secretary, while he has also served as a member of the MAC Protocol Supervisory Authority Ad Hoc Committee, which was established by the UNIDROIT Governing Council and consisted of experts in the law of international treaties (2022–2023).

He has taught extensively at Greek, Cypriot, and French universities in the fields of European Union law, competition law, and European energy law, and has published several books, articles, and scientific contributions in these same fields. He is currently working for an international organization.
